Candidate Address shows province twice for internal canddiates and ext loaded using HDL

Summary:

We are seeing the province showing up twice for the internal candidates and for the external candidate records that were uploaded using HDL. The issue is NOT observed when the candidate record is created manully or when a candidate applies from an external career site.

Has anyone else observed this issue? What is teh workaround to get past this issue.
