Notes Previewed in Reports vs Report Packages

Summary:

Hello,

If I create a report with a note and comment on the note, it will appear in a PDF report package preview when the MR is a doclet.

But if there is no comment, the note will not appear in the same situation. Is this by design? Thanks in advance for any insight.
