Ability to use a "Global" Reference Doclet in multiple report packages

Client is requesting the ability to manage a single reference doclet that can be referenced "globally" between multiple report packages. For example, if a user makes changes in a single excel reference doclet, the embedded content from that reference doclet updates doclets in Report Package A and Report Package B. Is this possible?

I believe the current functionality is that the user would need to update the reference doclet directly in both Report Package A and Report Package B, because the reference doclets are local to the individual report package.
