What duty roles and privileges are needed to access withholding tax reports in Fusion?

Summary:

Hi Everyone,

We have a case where a user needs to access the "Payables Withholding Tax by Tax Authority Report", WITHOUT being granted a payables role. The user should not be able to create/edit/process invoices.

As a test, we have tried giving the accounts payable specialist role and as expected, they are able to find the report then.

Could someone point me towards the specific duty roles/privileges that grant access to these reports so that I may create a custom role for the user?
