unable to create an ASL

Summary: Buyer is able to access to the "Manage Approved Supplier List Entry" screen but the screen is missing the "+" sign.

1) user has a buyer role with data access

2) User is configured as procurement agent with the "Manage Approval Supplier List Entry" on

3) user is able to log in to the page "Manage Approval Supplier list Entry" page.

4) User is missing the "+" sign to be able to add records. I have attached the print screen.
