Common Lookups - REST Access Secured

Summary:

We use the commonLookupsLOV API to return values of the Common Lookup - ORA_PAY_TMPLT_REPORT_UNIT. However since 23B was applied, no results are returned due to the "REST Access Secured " being set to "Secure".

The last updated date of this lookup was when 23B was applied, so I believe functionality was changed then. I have checked the 23B release notes, but there is no mention of this.
