How to edit the page "Convert Pending Worker" in HCM Design Studio

Summary:

As per business requirement, we need to edit the page "Convert Pending Worker".

Content (required):

We did a similar edit of the page used for "Change Assignment" by selecting "Change Assignment" from the list in HCM Experience Design Studio.

But when it comes to the page used to "Convert Pending Worker", I'm not able to identify the Action that would change the page. There is no Action named "Convert Pending Worker". I have tried all other actions that includes Pending Worker in the name, without any luck.
