HSDL Security is not working as expected

Summary: We have requirement that a custom role should get access only two specific spreadsheet templates. In custom role added the privileges " Access HCM Spreadsheet Data Loader Templates" and "Load Data Using HCM Spreadsheet Data Loader". In the spreadsheet template configuration added the custom role in the role access tab. When the custom role is assigned to user, when users log in unable to see spreadsheet from the navigation -> My Client Groups -> Data exchange -> Spreadsheet templates -> Run Spreadsheet Data Loader.

Can you please let me know if anyone has faced similar issue?
