How to avoid duplication of Manufacturer/Trading Partner Names

Summary:

Allow configuration to disallow duplicate Manufacturer/Trading Partner Names in PD/PDH, regardless of Registry ID number being unique.

When a user enters a Manufacturer Name exactly matching the Manufacturer name of an existing record, regardless of system issuing new Registry ID, error should be displayed and user should not be able to create duplicate Manufacturer name.
