Can you set up the Directory to always display work phone number even if it isn't primary?

Summary: We currently have a homegrown database where employees can access other employees' work phone numbers. We'd like to replace this with the directory; however, we are running into the issue that if the work number isn't listed as primary, it won't display in the directory. We can't change the work number to primary, because we use those "primary" delegations for contacting employees during emergencies.
