R13 18B Production - Error message when updating working hours for employees

We recently upgraded to R13 18b and some of our sites are having issues updating working hours for employees who are working the night shift.

I have removed all the shift times and then re-entered them - but still get an error message that says

'The work start time must be earlier than the work end time' (PER_1531066)

Anyone have a solution for this?
