Building a new MBO Plan

Content (required):

Prior to 2020, there was a way to create a plan based on a MBO or KPI. I cannot find the process to build a plan like this anymore. Based on the training, this has been replaced by "Rate Tables" but I have not been able to find instructions on how this would be completed.
