I've tried using set operations a few times for various reasons without much success.
In today's example, I'm querying and counting workers that are IN a goal plan by a derived status and trying to use a UNION to add in workers that aren't in that list. I have a derived column where workers IN the goal plan are checked for other factors to give them a status and the other set has a hard-coded value of "Not Started". Both sets are using a Count of distinct person numbers to count the workers so I assume the first data set should return all the workers in the goal plan (as filtered in the set)
