Cannot create dependent time card field

Dear experts,
I am faced an issue while creating a dependent time card field for Payroll Time Type attribute. I get the following error: Attribute TclayfldAttributeNumber1 in TimecardFieldExAM.oracle_apps_hcm_time_webEntry_configuration_uiModel_applicationModule_TimecardFieldExAM.TimecardFieldDependantDetails is required.
I was able to do it on another instance and I followed all setup steps in a new instance but something goes wrong.
The steps I have done:
1. Cost allocation Flexfield has been defined and deployed.
2. Cost Allocation instance has been assigned to LDG
3. Generate Data Dictionary Time Attributes process has been completed
