Fusion - using BI soap service ExternalReportWSSService to run report

The soap service xmlpserver/services/ExternalReportWSSService is used to call the BI report. Getting an error PublicReportService::generateReport failed: user: abc@abc.com does not have permission to run the report: /Custom/IT/abc.xdo

Already granted the permission to the all folders and the report.

This is bi publisher report extracting the GL and budgetary control data. Please advise the required roles to execute the report using SOAP api
