How to apply a HOLD before shipment and after pick release

Content (required):

The requirement is to apply a hold after the picking and before Shipment.

I created a HOLD with service "Create shipping" ,this applied hold only on the Pick release.

When i apply the same HOLD in the Order after the pick confirm it does not stop the Shipping process.
