Promotion Details From Position are being removed when unchecking the position default for Step

Summary: When using the promotion quick action, when selecting a new position the popup to accept defaults is unchecked for the step. It removes the current step and has to be reentered. Position Sync is on, but allow overide at assignment is checked.
