Approval rule on business creation

Summary:

Approval rule on business Unit creation not working

Content (required):

I want to apply approval rule when Business Unit is created/updated, and I used the task "create Organization" and put very simple condition 1 == 1 ,

but on creation/updation of business unit, I don't find any transaction in transaction console and BU is created without any approval.

is it the right task that I am using ? if not what is the right task to apply approval rule on BU creation ?
