Behavior of duplicate matrix manager record for approval

in Human Capital Management

User would like to check the system how to assign/identitify the next approver when one more matrix manager record in assignment.

I have tried to add the new matrix manager as same manager type but different person, system sometimes will assign the latest matrix manager, sometime is not.

It will affect my client's business operation if system allows to have muliple matrix manager records.
