HR Role having AOR (Country) setup is unable to see inactive record in Global Transfer scenario

Summary:

Hello Team,

We have a scenario where HR users having Role based on AOR (Country) setup is unable to see inactive record in Global Transfer scenario.

Example: Employee XYZ had global transfer from India to Netherland. People operations India is unable to see his/her inactive records. People Operations in Netherland is able to see as his/her active in Netherland LE.

 People Operations in India - should have access to view inactive records as it belongs to India LE but it’s not working as expected
