How to turn on and off the ability to enter requisitions for all users in a cost center

We have over 250 cost centers that enter requisitions from one Requisitions_BU. We have a need to put individual cost centers on probation, from time to time, and prevent them from entering new requisitions. How can this be done most efficiently in Oracle Fusion by Finance or IT staff?

We have over 250 cost centers that enter requisitions from one Requisitions_BU. When cost center managers fall behind on their purchasing record keeping, management would like the ability to restrict them from making new requisitions until they are caught up. Their requisitioning ability can be restored once they are caught up. How can this be done, with the lowest administrative burden, by the Finance or IT staff?
