Historical Time card records are missing in Time and Labor - Manage Time Cards

The recent R13 patch that ran on 8/3/18 seems to have wiped out all historical time cards submitted by employees. that is, when we navigate to Time Management -> Manage Time Cards we are not able to find any historical time cards for any employees. Does anyone else have this issue. How do we restore history?
