Best Use of Access Entitlements by Persona for Certifications

We are wanting to send Certifications out by Persona.

Content (required):

Personas use a number of roles so I thought we would utilise Access Entitlements for this and it would bring through only users that have all roles (access points) in the Access Entitlement. It is bringing back any user with any of the roles in the Access Entitlement. Is there another way to do this?
