Not able to delete old combinations in cloud Demand Management

Content (required):

we have some combinations( item-customer-org) in cloud demand management that we want to delete because these are obsolete.

We know that to delete combination we have to load same shipmentshistory file with delete flag =Yes and refresh the plan. and then combination will no more be there in plan.

But our issue is that we do not have any shipmentshistory in UI/plan for these obsolete items( Item-customer-Org)

We tried randomly loading shipmentshistory file with 0 record for one random date and delete flag =Yes and refreshed the plan but combination is still there.
