Unable to upload Absence Balance via HDL or HSDL which was working fine before.

Content (required):

Previously, we were using Spreadsheet data loader to upload Absence Balance and it was working fine.

Today we have a requirement from client to upload an adjustment reason of type carryover. While doing so we encountered this error "The accrual process couldn't complete because {PERSON} isn't enrolled in the {PLAN} plan on the effective date of {EFFECTIVE_DATE}."

Even after checking and reviewing the Customer Connect and respective SRs, we are not able to upload the balance.

Has someone faced same issue? And if any counter solutions available?
