Nominated versus Pending Approval Pre-Status on Enrollment? Also Max Seats exceeded issue.

Summary: I have an ILT session with an associated enrollment where the enrollment shows a bunch of Nominated and Pending Approval Pre-Status users on the list of enrollees. Not sure where all of these came from as max seats is set to 25 and there are 69 users on the list of users, with many of them having Nominated and Pending Approval Pre-Status users.

The enrollment settings are shown below. It does require Supervisor approval.

I thought if a user tries to enroll from Learn ILT search that they would go to Pending Approval status until their Manager approved the enrollment, which would then switch Pre-Status to Approved.
