Throttling properties on OIC Poller based triggers-MaxRaiseSize,max records per polling interval etc

Description (Required):

Database, Stream (and possibly File/FTP pollers if they work in future) should have some throttling properties to keep number of instances predictable per interval.

Using the Database Poller as an example, currently, it is possible to specify a Polling Interval but no way to specify the number of messages to be read per interval.

Note: I am specifically referring to Database or Stream connections used as Trigger action in OIC flows as pollers
