Can we change the need by date using the change purchase order lines SOAP API

Summary:

I am trying to change the need by date of a purchase order line using the soap api provided by oracle. But i am receiving the following error although i am giving the action as 'CHANGE'.

Error : The value of the attribute Action isnt valid. Valid values: [ADD, CHANGE, CANCEL]
