Mandatory attachment while performing assessment by Assessor

Summary: Hello Everyone, We have one requirement, where client wants the assessor to mandatory attach file while performing assessment.

Without the Attachment, assessor should not be able to submit the assessment,

Do we have any option to do it? I have tried form personalization, but somehow that is not working for me. Any other way out?
