Build report from HRC_TXN_HEADER and HRC_TXN_DATA that are truncated during P2T refresh

Summary:

As per Document 2929464.1 (oracle.com) HRC_TXN_HEADER and HRC_TXN_DATA that are truncated during P2T refresh, so the tables are having 0 rows.

Any idea how to create reports on transactions submitted/completed in non-production environment for developing new reports ? Is it the only option to seed multiple transactions before developing the report against those tables ?
