Parallel Budgetary Control for PTD as Advisory & YTD as Absolute Control

Hi Experts

Please advise how to setup Parallel Budgetary Control for PTD as Advisory & YTD as Absolute Control

Example:

July : 5000 (Amt)

Aug: 10000 (AMt)

YTD Balance : 15,000

Case:-1

When user tries to pass Transaction worth 6000 in July it should Pop up message for crossing the PTD available Limit of 5000 for July-2023 & should allow to pass the Transactions with Advisory warning

Case:2

When user tries to pass Transaction worth 18000 in August it should Pop up message for crossing the YTD available Limit of 15000 for Year-2023 but still should allow to pass the Transactions with Advisory warning

Please advise how to meet the requirement
