Difference of scope between Pool Owner and Resource Manager in Resource Management

Summary:

For every Resource Pool, we can keep 1 Pool owner and multiple Resource Manager. What is the difference of their access / functionality in Resource Management given that they are both assigned with Resource Manager role?

I observed during my testing that when you directly assign a resource in resource request, Pool Owner gets automatically populated in Staffing Manager field.
