How to enable role based security for item DFF?

Summary:

Content (required):

currently we have a business requirement to update the DFF value base on the role assigned to the user. Basically only one user should update the DFF information and for other user the DFF should get grayed out. this requirement is mainly used to the item information in the planning module. we could notice the item EFF's are not available in the Planning module, because of this we are not able to configure the planning based the item DFF information
