Create Outbound Shipment Request does not generate shipment number

Summary:

Hi,

When running Shipment Request, this does not create shipment number.

The release rule has "shipment Creation" enabled and is so in shipping parameters but when sending the order to 3PL it does not generate shipment number.

I understand normally is the 3PL who creates shipment number but what if we want to create ourselves when releasing order for grouping? That way we can group certain orders into one shipment (across Sales order) and send this consolidated shipment to 3PL.

Is this standard functionality? or am I missing any setup?
