Cannot restrict legislative information section in hire an employee quick action

We have a requirement to view legislative information section while hiring only for a specific legal entity. But if I try to achieve the same using HCM design studio by configuring the rule only for the required legal entity then the change is not visible. If I remove the legal entity and make the rule for all legal entities then the section is visible.
