What is the impact of decommissioning HCM license on the existing PO users and hierarchies?

User wants to decommission the HCM license but is concerned how the user's hierarchy will be maintained in the system. Are we going to be still able to import the employee records from the other third-party system and create the users and their hierarchies in oracle fusion?
