Activity Sequencing Enabled - Administrators Unable to Access Offering Content Pick List

Summary: We have enabled Activity Sequencing in our lower environments and are excited for it's implementation and some of the default functionality (re-assign previously completed learning items). However, during our testing, the Administrators do not have access to the Offering Content pick list when creating a new Activity. Nothing populates and a pick list is not present. Any assistance on what privileges or profile options may need to be utilized for this component?
