Based on the 23A release document:

We enabled this feature in our lower testing environment.

For testing this, we checked the below scenario:

1. Created one new Observation checklist questionnaire

2. Added this to a new content(checked the checkbox: Allow Reassignment of Observation Checklist to anyone).Added observer type as management hierarchy.

3. Added this observation checklist as a separate activity in the offering

4. Completed the course and the self assessment checklist from a learner

5. Completed the observation checklist from one of the managers(he fails the learner)
