Resource Exception in Publish Schedule and implication of the same at the time of leave application

Using Published schedule at the time absence and any resource exception is not showing as "The absence start date must be a scheduled work day" at the time of leave application

Content (required):

We are using Published schedules are generally used when people’s schedules change frequently, and generally are updated twice in a weeks.

These schedules are frequently imported from third-party scheduling applications. We are using this planned schedule page for frequently changed shift and data is also coming from third party system. However, we want to use resorce exception in the planned schedule page as we used to use workschedule. However, it is not behaving in the same way as it is working for the workschedule.
