What is the logic to display the favorites under the Suggestions tab?

As per 23A Control Availability, we are exploring the news feed suggestions with the help of the approved document from Oracle Support. While validating noticed that 1 user can see the data security roles tasks under the Suggestions tab along with the other tasks which he has used during the login period.

1. I would like to understand the logic behind showing the favorites actions list in the Suggestions. Does it show only the login persons' actions or it recommends other users' frequent action lists, in that case how the security will be handled?
