Bypass Approvals not working on Change Address transaction submitted by the employee

Summary:

Employees are allowed to submit address changes without requiring approval workflow. Recently, we have see this request run to a "Pending Approval" status. This is a problem because there is no transaction listed in the Transaction Manager, so am unable to cancel or force complete.

Content (required):

I have checked both Transaction Manager and BPM for a related transaction, but cannot find anything in either (related to the employee or the transaction type).

I have tried "Change Personal Information Approval Goes to Pending Status (Doc ID 2251153.1)" which is a permissions related update to the ESS role. This does not appear to work, at least for the pending request, as there's no way to resubmit or recycle it.
