Why is fast formula automatically changing 0 hour entry to 24 hours in time card?

Summary: Whenever an employee enters the number 0 into their time card, the time card automatically inserts 24 hours (screenshots below - see April 5, 7 and 13). We've tested the rules and have isolated it to the rule with the below fast formula. The fast formula hasn't been updated since 2018, but this problem just started occurring about 6 months ago.
