Stop an Operation When there is an Open Quality issue or Production Exception exist

Hi - Could you please help me understanding the set up when there is an Open Production exception exist or an open Quality issue exist, system should stop moving into next operation. For example i created a WO with 10 Qty and having three operations 10, 20, 30. While completing operation 10 with quality inspection, user found 2 qty out of 10 is not upto the mark and hence a quality issue gets raised. Now we need

either

1) untill the issue gets fixed user should not get into 20th Operation.

OR

2) They can move with 8 qty to next operation and continue till the last operation, but the final completion of 8 qty should not occur untill the Quality issue raised on 10th operation gets fixed.
