How to define Project Expenditure Organization without Department?

Summary:

Hello Community Members, I need your help. I am trying to understand - Is it possible to classify project expenditure organization without creating a department?

Reason- We are getting requests to create new cost centres so that project cost can be allocated to it via sub-ledger transactions but no mapping to any department is required.

I understand that either we need new departments or map to existing department, then classify those departments into Project expenditure Org to use SLA rules to send cost automatically to department mapped cost centres.

Please help.
