Does valid data still get loaded to FCCS if a data integration rule fails?

Summary:

We have always understood that if a user ran a data integration and it failed on export to FCCS (maybe because of invalid intersections) the WHOLE load failed. And this seemed to be what we saw. But we now seem to be seeing cases where the valid data gets through and only the invalid is rejected, giving unbalanced balance sheets.

We are still quite new users and have always told the teams that it was "all or nothing" but having had a user try to load data in the last few days where the job failed due to invalid intersections (green ticks on the data management dashboard up to a red cross for the export to FCCS) we can see in the audit log that data was loaded and the balance sheet is quite frankly a mess. Has behaviour changed or was our initial understanding incorrect and it was just a fluke that no-one has spotted this before?
