Learning Initiative Stop Working

We have quite a few courses using learning initiatives to assign the course to new hires automatically. All learning initiatives are using analysis report criteria. We have sequencing enabled and 'Process Learning Records' process scheduled.

They are all working fine for about a month but some of them just stop working couple days ago and not adding new hires to the course. We checked the analysis reports and new hires are all shown up. The 'Reconcile' button from learning initiative does not work as well. The 'Run As' person of the learning initiatives is active employee and has full access to the Learning.
