How to link Registration number with Registration Status while creating supplier

Registration number should be linked to Registration Status such that if registration status is "Registered" the Registration Number should be mandatory.

Maker is creating a supplier and is going to enter GST registration details in the address tab>Transaction tax>Tax Registration. He select Registration status as "Registered" and forgets to capture GST number or he enters GST number and forgets to capture Registration status. Now when the maker submits this supplier for approval it should get auto rejected giving him the reason that either GST number or registration status is blank.
