We are creating a new absolute control budget (Control Budget Structure - Account) for new account codes (around 25) among other existing absolute control budgets (Control Budget Structure - 4 segments - Account, Department, Line of Business, Location).

Is it mandatory to create supplemental rules to exclude the existing account codes in the new control budget since we have many existing account codes whereas new account codes are around 25?

What is the quickest way to create the control budget for this scenario?
