What is the best way to export Cal Grant Payment information on CSAC's Grant Roster Layout Format?

Content (required): The California Student Aid Commission (CSAC) requires payments of the California State Grant (Cal Grant) to be reported on their website. One way to report payments in mass is to use a file upload. The file must be a .txt file and must match their Grant Roster Layout Format for the given award year (attached). CSAC does not provide any guidance on how to get information from the financial aid management system into their layout formatting.

The Grant Roster Layout Format is very much like an ISIR or NSLDS FAH layout in that it is very complex and requires exact character spacing for the file to be accepted.
