Why can't I create a flexfield with a dependet valuet set?

I'm creating a flexfield for assignments info (PER_ASG_DF) but I'm getting a error.

Here is all that I'm doing.

1.- Create TYPE_CONTENEDOR value set

2.- Create TYPE_CONTENEDOR flexfield

3.- Create Type of Scheme value set

4.- Create INT_****_TYPEv2 value set

5.- Finally to create Assignment Type International flexfield, but get it in error
